The project is an adaptive re-use of an existing manufacturing facility that had been vacant for years. The project consisted of 110 pre-manufactured steel cells, 192 inmate beds, Judge’s chambers, security rooms, temporary Juvenile detention, security hardware, security controls center, two large recreation areas, booking area, administration offices, coroner’s office and criminal investigation division.

This project was delivered using the Construction Manager at Risk method. Hogan was selected by Morgan County shortly after design development drawings were developed. Hogan provided preconstruction services through design including analysis of cell type, security controls, structural improvement, and mechanical and electrical systems.

Client Quote:

“I have been very pleased with the performance of the Hogan Team. They delivered to the Citizens of Morgan County a Public Safety Center that we are very proud of. The project was completed ahead of schedule and under the projected budget. I feel that Hogan stretched the construction dollars and we received more than we paid for.”
